VIVAnews - Pemerintah DKI Jakarta berniat menghentikan pemberian izin sementara (moratorium) untuk pembangunan pusat belanja. Penghentian kebijakan ini akan diumumkan dalam waktu dekat, dan rencananya akan diberlakukan hingga 2012 mendatang.
Sejumlah pihak menyambut baik penghentian pemberian izin untuk pembangunan mal di Jakarta. Selain jumlahnya yang sudah cukup banyak, keberadaan pusat belanja saat ini menimbulkan banyak permasalahan.
Mulai dari persoalan lingkungan, hingga dampak kemacetan yang ditimbulkan akibat akses masuk pusat belanja yang bersinggungan dengan jalan protokol.
Menanggapi persoalan itu, Penggagas Gerakan Cinta Jakarta, Tantowi Yahya mengatakan, penghentian izin sementara pembangunan mal dianggap sebagai solusi terhadap beberapa persoalan yang mendera Jakarta. Seperti kemacetan, konsumsi listrik dan penyedotan air tanah.
Menurut Tantowi, keberadaan mal adalah penyumbang terbesar penyebab ketiga permasalahan itu. Kebaradaan mal juga dianggap telah menyingkirkan pedagang kecil.
"Bisa lihat degan mata telanjang, dimana ada mal di sana ada kemacetan. Karena mal hadir di tempat yang memang sudah rame lalu lintasnya," kata tantowi, Jumat, 22 Juli 2011.
Mal dengan luas ribuan meter dan beroperasi lebih dari 12 jam setiap hari dan hampir seluruhnya menggunakan pendingin ruangan tentu membutuhkan banyak pasokan listrik.
Selain moratorium, sudah saatnya pemerintah mengalihfungsikan mal atau trade centre yang tidak jalan menjadi gedung yang bermanfaat bagi masyarakat. "Adalah sebuah ironi, Jakarta degan mal terbanyak di dunia tapi tidak menjadi tujuan belanja masyarakat ASEAN," katanya.
Direktorat Lalu Lintas Polda Metro Jaya juga menyambut positif penghentian sementara pembangunan mal. Diharapkan, penghentian penerbitan izin mal bisa dilakukan sampai lima tahun ke depan.
Secara nyata, tidak ada mal yang tidak mengakibatkan kemacetan, karena setiap mal selalu menjadi pembangkit konsentrasi massa yang berdampak kepada kemacetan lalulintas. (adi)
